CS Ogamba makes major appointments in education sector
By Aloys Michael, September 28, 2025Education Cabinet Secretary Julius Ogamba has made 16 new changes and two reappointments to various state institutions in the ministry.
In a Gazette Notice dated September 26, 2025, CS Ogamba announced appointments to the Kenya National Examinations Council (KNEC), Kenya Institute of Special Education (KISE), and the Kenya Education Management Institute (KEMI).
Other appointments were also made to the Centre for Mathematics, Science and Technology Education in Africa (CEMASTEA) and the National Biosafety Authority.
According to the notice, the CS appointed Zephania Koech as a member of the Kenya National Examinations Council for a period of four years.

“In exercise of the powers conferred by section 4 (f) (iii) of the Kenya National Examinations Council Act, 2012, the Cabinet Secretary for Education appoints– Zephania Koech to be a Member of the Kenya National Examinations Council, for a period of four (4) years, with effect from the 26th September, 2025,” the notice released on Sunday, September 28, 2025 read in part.

Additionally, Ogamba announced four appointments to the Council of the Kenya Institute of Special Education (KISE).
Ogamba appointed Kennedy Otieno, Stephen Kubai, and Josephat Kemboi to be members of the council for a three-year term, with effect from September 26, 2025.
Saida Ali Aden was reappointed to continue serving the Council for an additional three years.
“In exercise of the powers conferred by section 4 (2) of the Education (Kenya Institute of Special Education) Order, 1986, the Cabinet Secretary for Education re-appoints– Saida Ali Aden as a Member of the Council for the Kenya Institute of Special Education, for a further period of three (3) years, with effect from the 26th September, 2025,” the notice read.

Education shake-up
Ogamba reappointed Pius Kimani Mutisya as the Chairperson of the Board of Governors for the Centre for Mathematics, Science and Technology Education in Africa (CEMASTEA).

The reappointment, made under the provisions of the Education (Board of Governors) Centre for Mathematics, Science and Technology Education in Africa Order, 2006, will see Dr. Mutisya serve for a period of three years.

Additionally, the CS appointed eight new members to the Board of Governors of the CEMASTEA.
The members appointed were Florah Fedha, Joseph Wambua, Allan Sitima, Abdijibar Sanay, Jenniffer Bosibori, Joseph Magudah Okhaba, Betty Abiero, and Tom Ngeri.
Also, Edna Musyoki was appointed as a member of the Council for the Kenya Education Management Institute (KEMI) and Lucy Jepchoge Rono to the Board of Directors of the National Biosafety Authority, for a term of three years, with effect Monday, September 29, 2025 for a period of three years.
“In exercise of the powers conferred by section 7 (2) (f) of the Education (Kenya Education Management Institute) Order, 2010, the Cabinet Secretary for Education appoints– Edna Musyoke (DR.) to be a Member of the Council for the Kenya Education Management Institute, for a period of three (3) years, with effect from the 26th September, 2025,” Ogamba said.
