Controversial city cop sacked due to negligence, disobedience

Constable Newton Chebii, the controversial and dramatic police officer based at the West Park police post, has finally been suspended.

Constable Chebii, a former elite Recce Unit officer, is known for making controversial entries in the Occurrence Book (OB) which are normally shared on social media by his colleagues.

In one of the cases, he was directed by OCS Akila Police station to restrain some cows that had strayed to a senior officer’s compound within West Park police staff quarters. The officer blatantly refused and went ahead to make an entry into the OB stating that removing cows from the compound of a senior police officer was not part of police work.

On June 30, he was notified to show cause why disciplinary should not be taken against him. The same day, he wrote back giving conditions that the OCS Akila police station had to make a formal complaint.

“Otherwise any charge framed and preferred against me on the offences in your show because the letter will be dead on arrival,” he wrote to his boss.

Cop dismissed

He was then tried in absentia with eight counts including disobeying a lawful order, negligence, making false statements in a police official record, making false statements against a senior police officer, and disclosing information concerning police administration.

“With the seriousness of the offenses coupled with your poor record of service, I suspend you from duty under section 48 (1) cap 30 of the Service standing orders with effect from July 28, 2022,” the OCPD stated in the suspension letter.

Chebii will now be required to surrender the certificate of appointment and all the items belonging to the government including the police uniform.

He will be reporting to the Kapsowar Police station for accountability awaiting actions against him by the NPS.

“Consequently, I invoke section 14(9) of legal Notice No. 90 of the National Police Service Commission Act No.30 of 2011 by directing you, to proceed to your permanent residence and report to Kapsowar Police station where you will be reporting for accountability as you wait for the decision by NPS,” the letter added.

In 2017, Chebii was reinstated after being suspended for three years while in GSU as a Recce officer after allegedly absconding duty, to attend classes.

He was reinstated after his bosses found out that he was a student at Strathmore University.
