Controversial Narok Senator Ledama Ole Kina has been ranked as the top-performing lawmaker.

This is according to an Annual Parliamentary Scorecard for the third session Session of the 12th Parliament released by Mzalendo Trust, a Parliamentary Monitoring Organization (PMO) on Wednesday.

According to the report, Ole Kina is closely followed by Senators Moses Wetangula (Bungoma), Aaron Cheruiyot (Kericho), Ochillo Ayako (Migori), and Gertrude Musuruve (nominated) respectively.

Busia Senator Amos Wako and his Kajiado counterpart Philip Mpaayei, nominated counterparts Christine Zawadi and Mercy Chebeni were rated as the most inactive as they have either contributed less or are yet to utter a word in the Senate.

“Senator Amos Wako never uttered a word in 2019,” the report notes, adding that most senators are active in plenary.

Meanwhile, nominated Senator Gertrude Musuruve was rated as best performing female lawmaker.

She was closely followed by her nominated counterparts Abshiro Halake,
Dr. Agnes Zani, Mary Seneta, and Farhiya Haji, who is also the majority deputy whip.

The best performing youthful senators are Johnson Sakaja (Nairobi) followed by Cherarkey Samson (Nandi), Aaron Cheruiyot (Kericho), Moses Kajwang (Homa Bay) and Cleophas Malala (Kakamega).

Sakaja was voted the best performing chairperson out of the 19 leaders of House committees. He chairs the Committee on Labour and Social Welfare.

Nandi Senator Cherarkey, who formerly chaired the Committee on Justice, Legal Affairs, and Human Rights, was rated the second-best.

Kajwang’, who also formerly chaired the Senate Committee on County Public Accounts and Investment (CPAIC) came third.

The fourth best rank went to Mohammed Maalim, who previously chaired the Committee on Finance and Budget.

Senate Majority Leader Samuel Poghisio, who earlier chaired the Committee on Delegated Legislation before his elevation, was ranked fifth.

Meanwhile, the top female youth in the Senate is nominated lawmaker Sylvia Kasanga, followed by Millicent Omanga and Beatrice Kwamboka.

On party performance in the Senate, on account of the number of speeches, Raila Odinga-led party ODM was the best-performing party followed by President Uhuru Kenyatta’s Jubilee Party and Musalia Mudavadi-led ANC.

“ODM senators are above the average performance of the Senate.”
