Andrew Ngirici, the husband of Kirinyaga Woman Representative Wangui Ngirici, was on Saturday morning (June 13) grilled for two hours by police in Mwea East Sub-County for threatening to organise mass demonstrations in Kirinyaga on Tuesday, June 16.
Andrew Ngirici is alleged to have threatened to hold the protests should the decision on impeachment fate of Kirinyaga Governor Anne Waiguru be left to 11 special committee senators.
Mwea East OCPD, John Onditi, called the businessman on Friday night, and directed him to appear before his officers at 9am Saturday for interrogation.
Ngirici said the security team, led by Sub-County Commissioner Fred Ayieko, asked him to rescind the decision to hold the demos on Tuesday.
“I told them I will go ahead to mobilise people to participate in the protests. Picketing is a constitutional right,” Ngirici told K24 Digital outside the deputy county commissioner’s office in Mwea East.
The businessman said he did not record a statement with the authorities because “no crime has been committed yet”.
“I asked them to arrest me if they felt I have breached any law. They, thereafter, told me to go home,” he said.
On Friday, June 12, Senate Majority Whip Irungu Kang’ata said the Senate Business Committee proposed that the Waiguru impeachment matter be heard by an 11-member Senate Committee.
Kang’ata said the final agreement — whether Waiguru will face the special committee or the whole Senate plenary — will be communicated on Tuesday, June 16.
According to Senate Standing Order 175, the impeachment ends at the committee level if it determines that the charges levelled against a sitting governor do not merit.
Kirinyaga Governor Anne Waiguru was last Tuesday (June 9) impeached for gross misconduct, abuse of office and violation of the Constitution of Kenya.
Twenty three (23) out of the 33-member County Assembly voted in favour of her removal from office.
Four (4) MCAs abstained from voting, whereas six were absent from the House, said County Assembly Speaker Anthony Waweru.
A two-thirds vote composition (22) was needed to ensure Waiguru’s ouster bid succeeded.
The impeachment motion against Waiguru was tabled in the Kirinyaga County Assembly on March 31, 2020 by MCA for Mutira Ward, David Kinyua Wangui.
