Ruto nominates former IEBC boss Issack Hassan as IPOA chairperson

President William Ruto on Tuesday, November 12, 2024, nominated various persons to fill vacant positions in the Independent Policing Oversight Authority (IPOA), the Commission On Administrative Justice (CAJ), the National Gender and Equality Commission and the Second Deputy Governor of the Central Bank of Kenya (CBK).

For the IPOA chairperson post, the Head of State nominated the former Chairperson of the Independent Electoral and Boundaries Commission (IEBC) Ahmed Issack Hassan.

He served as the IEBC chairman from 2011 to January 2016. During his tenure, he oversaw several elections, including the 2013 general election where Former President Uhuru Kenyatta outmuscled his then-opponent Raila Odinga to become the country’s fourth president.

IEBC was the successor body to the Interim Independent Electoral Commission (IIEC) where he served between May 2009 to November 2011.

“The nominee is an Advocate of the High Court of Kenya with 30 years’ experience as a legal practitioner and consultant in various countries including Kenya, Somalia, South Sadan, Namibia, and Afghanistan,” the statement shared by State House Spokesperson Hussein Mohamed read in part.

“He is a former and inaugural Chairperson of the Independent Electoral and Boundaries Commission.”

“Hassan holds a Bachelor’s Degree in Law (LL.B) from the University of Nairobi, a Postgraduate Diploma in Law from the Kenya School of Law, and a Contemporary Public Diploma in Administration Management from Galles International Management Institute, Israel,” it added.

If Hassan’s nomination is approved, he will take over from Anne Makori whose term ended in August 2024.

The nomination comes at a time when IPOA is grappling with various cases involving police brutality especially that witnessed at the height of anti-Finance Bill 2024 protests where several people lost their lives.

Other members nominated to sit in IPOA include Ann Wanjiku Mweng, Micah Onyiogo Nyakego, Boniface Kipkemoi Samat, Annette Mbogo, John Machiri Nyaga, Kenwilliams Nyakomicah and Jackline Lukalo Mwenesi.

Commission On Administrative Justice

President Ruto has tapped into the expertise of Charles Orinda Dulo to lead the Commission On Administrative Justice (CAJ).

“The nominee is an Advocate of the High Court of Kenya with 20 years’ experience in private legal practice and public service. Dulo was among the founding members of faculty of Daystar University’s School of Law where he still serves as a lecturer.

“He has also lectured law in various universities; including Strathmore University School of Business, Daystar University School of Law, and Jomo Kenyatta University of Science and Technology (JKUAT)’s School of Law. He holds a Bachelor’s Degree in Law (LL.B) and a Master’s Degree in Law (LL.M) from the University of Nairobi; and a Postgraduate Diploma in Law from the Kenya School of Law,” the statement read in part.
