DCI raid on Kileleshwa restaurant where Kenyan waiter was caned opens up can of worms

The senior chef at a Chinese restaurant in the upmarket Kileleshwa area in Nairobi who was filmed caning a Kenyan waiter has recorded a statement with the police.

Already, the Chinese Embassy in Kenya responded to the video by urging Kenyan authorities to investigate the matter and punish the culprit if found guilty.

On Sunday, the Directorate of Criminal Investigations responded to the K24 Digital video by conducting a raid on the Chez Wou restaurant.

“They managed to arrest the perpetrator one Deng Hailan, a Chinese National who works at the hotel as a chef but doesn’t have a work permit. Also arrested were two other chefs Chang Yueping & Ou Qiang who hold expired Visas. Chang holds a work permit but his compatriot doesn’t,” said DCI on Sunday.

Besides arresting the culprit, Deng Hailan, who was filmed caning the Kenyan waiter, police also seized Yu Ling, a cashier at the hotel who has a visitor’s visa but without a work permit.

DCI officers said Hailan, the enforcer seen in the film administering corporal punishment to Simon Oseko, does not have a work permit.

Before the video leaked, the Kenyan waiter had already been sacked from his job.

Further, the DCI also recorded statements from eight Kenyans who worked at the Kilimani Police Station.

Hailan’s lawyer, Dennis Onyango, said his client will be arraigned on Monday together with his victim.

According to the police, the arrested Chinese nationals will be charged with assault causing bodily harm.
