Saboti Member of Parliament (MP) Caleb Amisi on Wednesday, June 19, 2024, said that in case the proposed Finance Bill 2024 passes, members in the opposition shall introduce amendments.
This comes at a time the MPs are debating on the Bill before voting.
“In case they fraudulently pass the bill, we shall introduce amendments. For now, reject it,” Amisi said.
While inviting Kenyans to share their amendments, Amisi disclosed that he had written a proposal to the National Assembly Speaker Moses Wetangula to amend the Tax Procedure Act in the Finance Bill 2024.
“I am writing to propose an amendment to the current Finance Bill 2024, specifically to the Tax Procedure Act, section 23A,” Amisi’s letter to Wetangula reads in part.
“Any other Kenyan who wishes to amend the Finance Bill 2024, please inbox me your amendments and/or contact my office.”
According to the letter shared by the legislature on his official social media page dated June 18, 2024, the proposed amendment aims at providing clarity and relief to the health sector by including health sector service operations in the list of exemptions from the electronic tax invoice requirements.
The legislator proposed that the electronic tax invoice exclude emoluments, allowances, imports, interest, ticketing, healthcare sector service operations and similar payments.
He says that the inclusion of health sector service operations in the list of exemptions is crucial for ensuring that healthcare providers can continue to offer essential services without the additional administrative burden of complying with electronic tax invoice requirements.
“This exemption will support the uninterrupted delivery of healthcare services. which is especially important in our ongoing efforts to improve public health infrastructure and accessibility,” Amisi’s proposed amendment reads.
Amisi further stated that if the proposed amendment is considered and approved by the committee of the whole house’s third reading of the Finance Bill 2024, it will be beneficial to the country’s healthcare sector.
