A section of Members of the County Assembly (MCAs) from Kisii County have engaged in a fistfight after an impeachment motion against county administration executive member Alfred Ndemo.
The MCAs were recorded engaging in heated brawls disrupting normal operations in the Kisii County Assembly. The ugly scenes inside the chambers compelled the sergeants at arms to intervene.
The irate MCAs forced their way through the barrier threatening to paralysis Kisii County Assembly operations. Others walked out of the chamber protesting the move to save Ndemo.
He survived after 43 MCAs voted against the impeachment motion while 23 voted to have him removed from office.
Why impeachment motion failed
The impeachment move was defeated after the mover of the motion failed to marshal enough support. Ward representatives instituted an impeachment motion against Ndemo citing gross misconduct.
Among the charges that had been levelled against him included alleged misuse of his powers where he allegedly asked an enforcement officer to escort him home.
They further argued that Ndemo had purported to represent the governor on the establishment of the County Industrial Park.
“Ndemo purported to have [been] appointed by the Governor to the implementation committee for the establishment of Kisii Industrial Park while knowing the same [is] untrue and spearheading the project without authorization by the Governor,” one of the MCAs stated.
The MCA further indicated that Ndemo’s conduct violated provisions of the Leadership and Integrity Act.
What MCAs said during hearing
Ndemo’s defence in the Kisii County Assembly was led by Minority Chief Whip Denis Ombachi who argued that the impeachment motion lacked merit.
“Impeaching a man decorated from the University of London and who has painstakingly studied to PhD level to come and serve his people is akin to destroying lives,” Ombachi stated
“Ndemo vigorously campaigned for Arati and looked forward to getting a job from him having sacrificed for him.”

The agitated MCAs from the ODM party who were backing Monda’s ouster clashed with their Kenya Kwanza counterparts, with UDA members urging the speaker to throw out the Bill because it was politically instigated.
