PSC issues guidance ahead of asset declarations by all public servants

The Public Service Commission (PSC) has issued an important update to all state and public officers, reminding them to begin preparing their income, assets and liabilities declarations for the 2023 to 2025 cycle.

PSC shared the update through its X handle on Wednesday, November 19, 2025, offering early guidance to help officers plan ahead and avoid last-minute rushes.

In its announcement, PSC explained that the declaration is guided by the new law.

“It is notified to public officers that under the Conflict of Interest Act, 2025, which came into operation on 19 August 2025, the two-year declaration of income, assets and liabilities for the year 2023 2025 will be filed between 1 November 2025 and 31 December 2025,” the statement by PSC reads.

The Commission also highlighted the role of the Ethics and Anti-Corruption Commission in oversight.

“The Ethics and Anti-Corruption Commission is mandated to administer and oversee implementation of the requirements of the Act, including development of regulations and procedures as guided,” the statement by PSC reads.

Officers were further reminded that the declaration must include information about spouses and dependent children.

PSC noted that this follows guidance that requires reporting of any material change in assets, income or liabilities during the two-year period.

“The Commission is responsible for Principal Secretaries, Ambassadors, High Commissioners, diplomatic and consular representatives, and public officers who are officers or employees of State corporations that are public bodies,” PSC adds.

PSC added that all officers in ministries, State departments and State corporations under its responsibility must file their declarations by the end of December 2025.

“The Commission will issue the schedule to authorised officers by 1 December 2025 and upload it on its website,” the statement added.

Compliance and guidance

The Commission also cautioned that action will be taken against those who do not comply.

It stated, “Public institutions are advised to commence and conclude disciplinary action against officers who fail to comply from 2 January 2026.”

Institutions are also required to update the Commission on sanctions taken by 31 March 2026.

Public officers seeking help or clarity have been encouraged to reach out through the provided PSC email.

The Commission also directed those needing further guidance on the Conflict of Interest Act to contact the Ethics and Anti-Corruption Commission directly for advice.

In its overall message, PSC emphasised that each officer is personally responsible for the correctness of their declaration and encouraged early preparation to avoid delays.
