ODPP orders arrest of Isiolo Governor Guyo over kidnapping incident
By Paulette Mboga, September 5, 2025The Office of the Director of Public Prosecutions (ODPP) has announced that Isiolo Governor Ibrahim Abdi Hassan, popularly known as Guyo, and seven other individuals will be arrested and arraigned over serious criminal charges.
According to the ODPP statement on X on Friday, September 5, 2025, the case stems from an incident that took place on June 19, 2025, in Maanzoni, Machakos County. On that day, former Isiolo County Chief Officer of Health, Abdirahaman Mohamed, was meeting with 15 Members of County Assembly (MCAs) who were supporting the governor’s impeachment motion at a hotel.

According to ODPP’s statement, Governor Guyo and his allies stormed the meeting and, under his instructions, violently confronted Abdirahaman. The victim was disarmed, assaulted, and forced into a vehicle before being driven away.

Details of the kidnapping and assault
The statement revealed that Abdirahaman was threatened by the Governor before being taken to the Ruai Sewage area. There, he was blindfolded, beaten, and later abandoned. During the ordeal, he lost a licensed Glock pistol with 15 rounds of ammunition, an iPhone 16, Ksh70,000 in cash, and other personal belongings.
Crucially, CCTV footage from the hotel placed Governor Guyo at the scene alongside seven associates identified as Abdullahi Jaldesa Banticah, Dade Boru, Abdirashid Ali Diba alias Ngila, Abdinur Dima Jiilo, Ahmed Duale, Josephat Mwangi Komu, and Yusuf Maina.
After reviewing evidence submitted by the Directorate of Criminal Investigations (DCI), the ODPP concluded that there was enough proof to pursue criminal charges. The DPP has since directed investigators to apprehend and arraign all the suspects. They will face charges of kidnapping with intent to cause grievous harm and robbery with violence.
ODPP vows impartiality
In its statement, the ODPP emphasised that the case had been handled with impartiality and with respect to public interest. The inquiry file was initially received at the ODPP Machakos County office before being referred to Nairobi headquarters for independent review due to the matter’s sensitivity and significance.
“The Office of the Director of Public Prosecutions (ODPP) remains committed to executing its constitutional mandate in accordance with the law, public interest and administration of justice,” the statement read.
