Mombasa governor: New NADCO committee should focus on people-centred priorities
By Nancy Marende, August 6, 2025Mombasa Governor Abdulswamad Shariff Nassir has urged the newly appointed 5-member committee led by Agnes Zani to focus on people-centred priorities as it embarks on implementing the 10-point agenda outlined in the NADCO Report.
His statement, issued on Wednesday, August 6, 2025, followed the announcement of the committee to oversee the rollout of the ODM–UDA Memorandum of Understanding (MoU) signed in March 2025.
“I take this opportunity to congratulate the members of the technical team and urge them to prioritise the people-centred issues at the heart of this MoU. Let us move with urgency and unity to deliver for Kenyans,” he said.
Furthermore, Abdulswamad expressed gratitude to ODM Party Leader Raila Odinga for his consistent leadership and commitment to accountability.
“I wish to express my sincere gratitude to our Party Leader, Raila Odinga, for his unwavering leadership in ensuring that the implementation of the ODM–UDA Memorandum of Understanding remains on course. Your commitment to holding us accountable as a party and steering us toward national stability is deeply appreciated,” he stated.
He also acknowledged President William Ruto’s role in advancing the implementation process.
“I also thank H.E. President William Ruto for his part in moving this process forward. As we embark on the implementation of the 10-point agenda,” he added.

Apart from Zani, President William Ruto also appointed Fatuma Ibrahim, Kevin Kiarie, Gabriel Oguda, and Javas Bigambo to the committee.
“Today, 6th August 2025, the principals announce the formation of a five-member committee tasked with overseeing the implementation of the 10-Point Agenda.”
The MoU
The MoU aimed to address enduring challenges to Kenya’s nationhood through the full implementation of the NADCO Report, inclusivity in all spheres of public life, protecting and strengthening devolution, promoting and protecting the livelihood of the youth, leadership and integrity, and the right to peaceful assembly as enshrined under Article 37 of the Constitution of Kenya; and compensation for victims of protests and riots.
It also includes the national debt, the fight against corruption, stopping wastage of public resources and promoting government efficiency, and protecting and promoting the sovereignty of the people, the rule of law, and constitutionalism.
A joint secretariat, co-led by executive secretaries from both UDA and ODM, has also been established to support the committee’s operations.
