Maraga: Infrastructure Fund new avenue for corruption

Former Chief Justice David Maraga has criticised President William Ruto’s proposed Infrastructure Fund, warning that it could become another major avenue for corruption and mismanagement of public resources.

Speaking in response to the government’s plan to raise over KSh 1.5 trillion for infrastructure development on Tuesday, October 28, 2025, Maraga said the fund mirrors past government programmes that were tainted by scandals, leading to massive losses of taxpayers’ money.

“The Infrastructure Fund proposal by President Ruto is just the latest in this government’s unending corruption and looting scandals that are destroying lives, futures, and dreams of Kenyans,” Maraga said.

He cautioned that the fund could further burden taxpayers while enriching a few well-connected individuals. 

According to him, Kenya has witnessed a growing trend where public programmes are launched under the guise of development but end up serving private interests.

“We must not allow President Ruto to mortgage our beloved country. This government has turned every major project into a cash cow for a few elites,” he said.

Maraga cited a string of scandals that have rocked the Kenya Kwanza administration, including the KSh 111 billion healthcare digitalisation scandal, the fake fertiliser scam, and the opaque management of the Hustler Fund, saying these have already eroded public confidence in the government’s ability to handle funds transparently.

He also referred to the Adani Airport deal, which saw plans to hand over Jomo Kenyatta International Airport to a foreign conglomerate collapse after public backlash.

“This is a government that loots with one hand and begs with the other. Kenyans are paying for projects that never benefit them,” he noted.

Maraga argued that President Ruto’s administration has normalised impunity by rewarding individuals implicated in corruption instead of holding them accountable.

“In President Ruto’s administration, theft of public resources is not punished but rewarded. This culture of impunity is the root cause of our governance crisis,” he said.

The former Chief Justice urged Kenyans to demand integrity, accountability, and responsible management of public resources, warning that continued corruption would cripple the nation’s economy and rob future generations of hope.

“Our country needs leadership that treats every tax shilling as sacred, that treats corruption as an existential threat, and that sees public office as an honour to serve, not a license to loot,” he said.
