Junet warns Ruto of consequences if UDA-ODM 10-point agenda is not implemented

Suna East Member of Parliament (MP) Junet Mohamed has warned President William Ruto of political consequences if he fails to deliver on the 10-point agenda reportedly agreed upon with Raila Odinga.

Speaking during a public address in Migori on Thursday, November 6, 2025, Junet said the deal included key issues such as devolution, inclusivity, and equitable resource distribution across Kenya. He noted that the success or failure of the agreement will determine the political future of the president.

Junet said the implementation of the 10-point agenda was not only a political commitment but also a test of Ruto’s sincerity towards the reform agenda initiated by Raila.

“Ruto akitimiza mambo yote kwa ten-point agenda waliandikishana na Baba, ataingia tutam nywee. Asipokamilisha kutakuwa na sukusuku!” Junet said, warning that Kenyans will not sit back if the promises are ignored.

Devolution budget

He explained that one of the main areas covered in the 10-point deal was devolution funding. Junet said Raila had long pushed for counties to receive Ksh450 billion to strengthen service delivery and ensure fair distribution of resources.

“Mambo ya devolution, kama Baba ako hai bado, ndani ya bunge, ambao mimi naongoza, hii last financial year tulitoa pesa ya devolution. Na Baba alikua anataka hiyo pesa ifikishwe 450 billion. Tumeshaongea na President, tumekubaliana ya kwamba mwaka huu tutaongeza hiyo pesa ifike 450 billion vile Baba alikua anataka,” he said.

The MP added that the current government had already made progress on inclusivity, one of the core issues in the 10-point agenda. He said the broad-based government now reflected the diversity of Kenya. “Mambo ya inclusivity ilikua mambo ya 10-point agenda. Serikali hii ya broad-based iko na kabila yote ya hapa Kenya sasa,” Junet stated.

He, however, pointed out that five items of the agenda remain incomplete and urged the government to finalise them before 2027. “Tumebaki na vitu tano. Hizo vitu tano tunataka serikali ya broad-based ikamilishe kufikia 2027,” he said.

Junet concluded that if Ruto fulfils all the 10 commitments made with Raila, he will enjoy political peace, but failure to do so will lead to unrest. “Ruto akitimiza hizo vitu kumi, ataingia nywee,” he said.
