Isiolo Woman Rep accuses Education Ministry of misusing NEMIS to deny schools funds
By David Nthua, August 13, 2025Isiolo County Women Representative Bonaya Mumina Gollo has openly accused the Ministry of Education of using the National Education Management Information System (NEMIS) to frustrate schools, particularly in her county.
Gollo, who spoke when she rose to contribute to a point of order on Wednesday, August 13, 2025, on the floor of the House, rejected the response from the Education Committee.
Earlier, Tinderet Member of Parliament Julius Melly, the chair of the Education Committee, had given a response detailing that schools missing in NEMIS had been registered.
However, Gollo insisted that the matter was deeper than the committee’s report suggested.
Denial Of Funds
“I want to thank the committee chair for the response he brought to the House with the registration of junior schools in my county.”
“The reason why it took my intervention to have these schools registered has to do with how the Education Ministry is misusing NEMIS to deny funds to the school and delay the payment of those funds,” she said.
According to Gollo, some schools in Isiolo are officially registered in NEMIS, yet behind the scenes, their student numbers are being altered.
Consequently, the funds sent as capitation end up being less than what is required.
Delayed registration
“In my county, we have scenarios where schools are registered in NEMIS, but behind the scenes, the students are removed, and thereafter, the money sent as capitation is less than the required amount.
Also, they are using NEMIS to deliberately delay the registration of schools in NEMIS because they don’t want to send the capitation fund,” Gollo added.
She argued that such practices undermine the right of every learner to receive adequate resources for education.
Moreover, she stressed that the delays and deductions directly affect service delivery in schools, making it harder for them to meet basic needs.
Gollo urged the House to demand answers from the Ministry of Education and to put safeguards in place to ensure NEMIS is used transparently.
Therefore, she called for a system audit and immediate correction of any irregularities, saying that only honest management of education data can guarantee fair allocation of funds to all schools across the country.
