Governors urge govt to implement devolution fully in honour of Raila
By Antony Gitonga, October 15, 2025The Council of Governors (COG) has challenged the government to fully implement devolution as one way of remembering and celebrating former Prime Minister Raila Odinga.
According to the Council, the departed ODM leader stood for devolution and more funding to the devolved units, which have continued to suffer from delayed disbursement by the State.

The Council Deputy Chairman, Mutahi Kahiga, termed Raila as a leader who stood his ground on issues of devolution and empowerment of county governments.
Speaking in Naivasha on October 15, 2025, Kahiga termed the death of Raila as a major blow to the country and to those who stood for democracy and the full enactment of the constitution.
“Today marks the darkest day for the country, and it’s not only Raila’s family that is mourning, but all those who stood for full enactment of devolution,” he said.
Speaking after attending the 27th Kenya Clinical Officers Association meeting in Naivasha, Kahiga lauded Raila as a man who fought for the current changes in the country.

“Raila was among those who assisted in making sure that we got a new constitution and at one time he was arrested for this,” he said.
While calling for peace among all his supporters across the country, the Governor consoled the deceased relatives and President Ruto, who was a key ally.

“As we mourn a hero in this country, we are also praying for peace from all those who supported Raila as one way of remembering his fight for this country,” he said.
On his part, Kenya Union of Clinical Officers (KUCO) national chairman Peterson Wachira lauded Raila for his role in making sure that the country had unions.
“Raila was in the forefront that all the workers were represented through Unions and his name shall forever be remembered as we seek better health for the country,” he said.
