Duale responds to Kenyans’ tough questions on SHA deductions

Ministry of Health Cabinet Secretary Aden Duale has come out answering most asked questions by Kenyans regarding the Social Health Insurance deductions.

In a question and answer note on his official X account on Monday, November 24, 2025, the CS explained why a SHA member will not be removed from SHA for failing to make payments.

On his part, the Health CS confirmed that Kenyans who fail to remit their monthly deductions to SHA will not be removed from SHA due to a lapse in payment.

He went on to add that they will still be able to access government-funded services as well as emergency and chronic care.

“Can a member be removed from the Social Health Authority (SHA) for failing to make payments? No. Members will not be removed from SHA due to a lapse in payment. Government-funded services, as well as emergency and chronic care, will remain accessible,” Duale said.

The CS further called on members to stay current with their contributions to the fund to be able to enjoy full benefits despite the linearity by the government

“However, members are encouraged to stay current with their contributions under the Social Health Insurance Fund (SHIF) to continue enjoying full benefits,” Duale said.

SHA cover to foreigners

His clarification on SHA payments come just weeks after he confirmed that foreign nationals living in Kenya will soon be eligible for coverage under the Social Health Authority

Speaking when he appeared on the floor of the Senate on Wednesday, October 29, 2025, the CS said that the William Ruto-led government intends to prioritise the health of each individual within the Kenyan soil.

He also said that the new development is one of the many positive achievements SHA has made, which the defunct National Hospital Insurance Fund didn’t achieve in its years of operation.

“Foreign nationals residing in Kenya are also eligible to access healthcare services under the Social Health Authority (SHA) framework. They can use their valid immigration documents to register and pay for their SHA contributions.”

“These documents serve as proof of identity and legal residence, ensuring that every person living in the country can be accounted for within the system,” Duale told the lawmakers.
