Speaking in Emali during the launch of the Highway Emergency Response Program along the Nairobi–Mombasa road on Saturday, November 1, 2025, Ruku called on all road users to take personal responsibility to help curb accidents.

According to Ruku, 4,748 people died in road accidents in 2024, translating to an average of 13 deaths every day.

He described the situation as a national tragedy that could only be managed through both government and personal responsibility.

The CS said the government is collaborating with emergency response stakeholders to strengthen trauma and emergency systems to ensure swift medical attention for accident victims.

“We are working closely with emergency response organisations to strengthen our preparedness and response mechanisms along key transport corridors,” he said.

Ruku revealed that the government has allocated Ksh 350 million for the construction of a modern emergency hospital in Emali, which will serve as a lifesaving hub for accident victims along the busy Mombasa–Nairobi Highway.

He appealed to drivers, pedestrians, passengers, and motorcycle riders to take personal responsibility for the safety of all road users.

The establishment of the Highway Emergency Response Program at Emali was done in collaboration with St. John Ambulance.

Representatives from St. John revealed that there are 14 trauma and emergency centres from Mombasa to the Malaba border designed to ensure the availability of ambulances, medical staff, and rapid response personnel along the highway.
